It's probably a web-enabled enterprise application that's available for data entry during business hours with the data being processed and backed up via batch jobs at night.
They saved money by coding a simple front-end and not converting the original application programs. |

They do that in washington state too. not sure what the reason for it is.
I suspect it has to do with bad coders who weren't able to work in real time enviroments and so they do their back ups when the site is "off line" so they don't risk losing any data. |

When I worked for a (name withheld) Georgia company, they were keeping accounting records completely by hand using old-fashioned hand-written ledger cards. When we told them we were there to automate their business, one executive's best idea was to "get a machine that could do the math, and print the total on the ledger card for them". But "how could we program it so the machine would know which row was the first available to be printed on?"
