Is there an easy way to turn make digital photo image to look like a painting or drawing?

Pshop filters, easy stuff.

You can download some ready made actions there that will probably do what you're looking for.

try out the filters in photoshop

FILTER / ARTISTIC ... there are alot there, just have a play around with different settings.
