As far as I understand google ranking sustem, if I have link to my site on site with PR>5 it will increase my PR too, so I whould like to ask, if any one know resource directories with high PR to put my trade my link with them ? as far as I understand no body will put link on may page with high PR for free.. Although I have heard that if you site is listed in DMOZ direcory which google uses it will increase my PR but my site is listed but i have stull PR=0 :(

High PR has a cost for everyone. You must be very luckie to be accepted for free on a high PR page. DMOZ index is a small advantage for you, if you are in, when SE will check your site. DMOZ rank influenses SE opinion about your page.
Off the page factors , incoming and outgoing links, are equally important to on page factors for your ranking. "Listed" and "indexed" in SE are two different things. Is your page indexed and ranked or simply listed ?

content and quality links matter, PR doesn't mean as much as it once did

yeah, exactly ! content and quality relevant backlinks
