I dont use it personally. Some people use only that. And yes, it means "And".

this symbol's name is "tio"
we have many words in brazil that uses it.
here are some examples:

maçã (apple) - we also have "c cedilha" = "ç"
anão (midget)
avião (airplane)

well.. lots of words
