depends where is he from

if its some dude from russia he can earn say 1500$/month and say its cool.
while the pro level usa dude wont even spit at u for 1500$.month
so it depends alot where is he from, what is his level and so on.
does he work for some 1 or freelancer.

a friend of mine is making $12 a year here with the above skills and 5 years of experience, how much can he make in L.A ?

It all depends on skill level, experience, and education. The amount of money to be made is only climbing as more business move to the online environment, so if you code, just keep practicing, you'll hit your break.

not that much. unless you work in an industry like finance, and then you really need to understand the subject and can't be just another garden variety programmer

why not search monster.com for a better idea

technical skills are a bit of a mugs game to be honest - you don't make that much, your skills are out of date in a few years, and ageism is rife in the industry. probably best you learn a skill that makes more money and has a longer shelf life
