2257 Softcore Banner question

So I have an advertiser that is running a softcore banner on one of our sites. Do we have to get 2257 info for that banner? Do you know how many people do not want to release this information.

Your thoughts?

Is it soft-core because it was cropped?

You heard this from me first:

hmm what about community sites, do we need 2257? since the picture content coming into the site belongs to the members and they can change there images when ever they want.

What about message boards too? users post videos, and images all the time from around the net. youtube and pornotube all have adult movie clips and image but no 2257.

softcore - if it includes display of the genitals or pubic region - would be covered by the revised 2257, from my understanding.

if it's just an image of naked tits and NOT pussy/ass, I'm fairly certain that is outside the realm of the new regulations - but I'm really not sure so don't rely on this...

I would like to hear others weigh in on this as well.

if I crop face & tit shots from softcore images for thumbs on my sites, is it exempt? if the original image was softcore but displayed the pubic region, and all I crop is the face & tits, is the face & tits image then exempt?

hopefully somebody with some good understanding of the regulations will be filling us in on this soon. I for one need to know ASAP how to prepare my sites to comply with these new regs and there has been a near total lack of discussion about compliance on the boards.

I'd also like to know when these regs go into effect; one part of the regs mentioned something about going into effect 90 days after being entered into the federal registrar (sp?) however I'm not sure if that was for the whole bill or only portions of it.
