Its a federal judge. It gets the ball rolling for appeals to higher courts where it will of course continue to be found illegal.

when the WTC was attacked, we didn't go to Iraq, we went to Afganistan. We also all agreed (the adults, anyway) that we would no longer allow threats (a conquered enemy who would not live up to their surrender agreement) to fester but would pre-emptively handle them.
