you could use a hosted backend (kinda like what ccbill provides, but better, and with no billing).

shareasale.com is the cheapest

cj.com is the most expensive.. they take a cut of your transactions and stuff.

these also give you exposure to their affiliate base, etc. and you can run invite only programs on both

I was more thinking of something like nats, but it needs to work with my shipping cart.

If you're interested in something custom I could give you a proposal, and include the rights for you to resell it. There really isn't anything non-hosted and as feature-filled as NATS to my knowledge.

I would rather spend no more then 500$ on this. Can't believe there is not already a software that suits my needs.

There might be... ICQ me for a link to a mainstream affiliate forum that would have the answer. That budget won't support a custom dev obviously, but it sure seems you should be able to find something. Or maybe get someone to license something that they coded for themselves already.
