i am not a child psychologist, but i would guess thats a strong sign of having been abused in some way. kids don't even have sexual urges at that age, so its not likely to be sexual in nature (i.e. seeking pleasure) and they are most likely acting out something that happened to them, that they were shown etc.

This could be child abuse, the kids saw their parents fooling around a night or just a simple investigation of their body.
Grade 1 does sound a little too early but like you have kids that are mentally a little slower you also have kids that are mentally a little further than others.
