Would downloading a complete php based website and saving each file as .html then reuploading it and changing all the links so it is not dynamic anymore help in search engines and speed or is it no different than a dynamic page converted to .html seo friendly urls?

why would you have PHP pages at all if you were going to do that? Or are you putting them in a different directory or domain?

Why would you want to do that? If the pages were previously indexed it would throw off your entire ranking. If you care so much about html pages, next time just use .html extensions and set your server to execute code on .html/htm pages.

php for me is better, just use mod_rewrite to make it static url.

It may have a short-term benefit for SEs like Google who can be skeptical at first of dynamic pages. But once it indexes your pages, the benefit of static HTML vs. dynamic is not worth it compared to the benefits of dynamic pages (site maintenance, for example).

I'd think more about what's better for your site first, then if all is equal perhaps making the pages static HTML.

I see, well if its not a huge difference its not worth the hassle, i think it will be a lot faster though since the database is huge and page loads are taking up to 2 seconds

A 2 second page load will hurt your SEO MKX.
