There are a good number of registrars globally chaze - and some of their pricings are very competitive. Who knows if this is a one-off or the start of a trend? If it is a trend, it's not going to apply to registrars outside US territory (they'd be in court the following day) and may be just as easy for US webmasters to use foreign registrars?
If, by chance, and doubt it - tho hell knows, this is an underhand method of the US govt putting pressure on registrars instead of ICANN, (this is a sensitive issue with many countries who have .TLD's), ICANN itself will prob be changing in the forseeable future and be controlled, prob from Switzerland by a Council representing all nations. Again.. that can have it's problems tho :)
