Many say he was very drunk often while at official meetings.

On this small video he is very surprised that his speech has ended. He looks on the paper again and again looking if is it continued in some place, not finding it he asks: “Is it the end?”. Then he staggers and almost falls down - but president of Belarus, Lukashenko helps him.

After that he reads the last sentence again.

during his second term, he was an absolute mess all the time. if you were in another country watching his speeches, it would be dubbed over with translation... if you were in russia watching them, it was so bad with his slurred words and bad grammar that you were actually embarrassed for him and felt uncomfortable watching him try to talk.

that was him after his heart surgery and 5% approval rating in the final stretch of the election, trying to prove he wasn't 1/2 dead.
