Question on fowarding a site
 

What is the best way to foward a site, using a meta refresh, or just by building a site on that html page...any suggestions on either way, or perhaps a better way?

You can use a META refresh... That can be nice because the page you push from gets spidered by the search engine. On the other hand, .htaccess files offer a more automatic, direct approach.
