Even if there's not a public database, enough people have access to the not-so-public database to deem it "unsafe," I'd think.

And I'm sure a few bucks in the right hand would get you whatever accessible info you'd want based on someone's plate #.

I know people on my investment message boards who have pulled up info using license plates. The info is there, I think it just depends on what databases you have access to.
