What language is this and what does it mean?

It's crap that people use to fill in web templates and the such. I am not sure if it is a language, but if I were to guess (and it is in fact a language) then I would guess Latin.

Wow, good stuff! I just saw it on a website that I liked a lot and everything else was in English. Just thought it was a French tag line or something.
