what to do when making an offer on a domain?
 

their is a domain i am interested in, but the email on record of the whois bounces back. any idea?

Hack the site and leave your contact info on the index! Might be very unpopular, so good luck :)

Try the phone number. Write the registrar for an alternate email address if possible. Dig through the site or at WayBack machine (archive.org) to try and find some contact info. Google the domain and email address, maybe you can find the owner on another forum, blog, etc.. that he may visit or own.
