the question mark symbol instead of special characters

whats up with that? I want the special characters to be shown, like these: ? and ? (notice theyre not the normal style " and ') and they show up as a question mark symbol. How can i change that?

wrong keyboard language layout selected.....go to control panel, Regional and
language settings and change the keyboard layout to match your keyboard layout.

it happend to me once... the text i pasted with " ' " looks fine but shows as "?" on the browser, i erased and typed the " ' " manually... not sure why it happpens, but i fixed it with that method...

here it is: http://en.wikipedia.org/wiki/Question_mark#Computing

Quote:

In many web browsers, "?" is used to show a character not found in the program's character set. This commonly occurs for apostrophes and quotation marks when they are written with software that uses its own proprietary non-standard code for these characters. Some fonts will instead use the Unicode Replacement Glyph (U+FFFD, ), which is commonly rendered as a white question mark in a black diamond.
Now this board uses verdana and my site too, and this board doesnt show ” and ’ as , but my site does. How can i make the question mark go away so it shows the ” and ’ normally???

Wrong font encoding or wrong doctype in HTML. With FireFox, try "View" -> "Character Encoding"
