The chinese government is on an anti-internet campaign right now. The stories that are out there are probably 90% made of whole cloth. Don't take anything that quotes "state officials" as anything other than a fantasy intended to support their bosses' desires.

It did happen before. And it lead to their internet-hour regulations. I guess he figured out a way to bypass that or the Cafe owner is going to be in some serious shit.
