A page my parents can upload there pics to from all the trips they are making around the states. I want it to be really user friendly where they can just browse there hard drive and upload..

I would love it to have a message board as well they could post on too ..
and the ability to add captions for the pics they upload if they want to tell what it is a pic of and all that...

Something like that is probably not worthwhile to get custom coded, you need to probably get a premade script like this->

yeah just use some open source gallery software or point them to flickr.
