Yes, I guess that picture was made through 3 different color filters.
Picture was made in the beginning of the 20 century.

That photo is the work of Sergey Prokudin-Gorsky http://en.wikipedia.org/wiki/Prokudin-Gorskii

A nice collection of his photos here: http://www.loc.gov/exhibits/empire/

The weird colors in some of his photos were because he used red, blue, and green filters to make a composite which produced the "color" photo.
