In answer to your last question, - depending on the crime, yes, they would kick your ass back - prob into the hands of a govt officer. It happens every day and not just from Mexico - there are a few Learjets dedicated to doing this.
The article is actually about families who made the decision to return home for serveral reasons - in the instance of Brazilian folks and economically, the value of the real against the dollar has changed 50%+ in recent years.
Given a choice prob a fair number would like to continue living in the US, but if they are considering home purchase etc - leaving is not an option - Brazil has a more attractive real estate market (same with many other Latin/South American markets).
Everyone is different - depends what they are looking for. Can give plenty examples of US folks leaving the US and setting up home in eg Latin American countries for whatever reasons. One major reason given is that they feel safer raising their families in these countries and can think of a few US lawyers who could not wait to take a fee cut to live in other countries - the overall effect is that they were gaining much more by being admitted to the bar elsewhere.
This has nothing to do with rape or drugs dealers :winkwink:
