Where's PayPal on this Visa issue?
 
There's nothing on their site. Nothing in my email.
All of my contact info and business cards are packed up due to having to move twice in one month or I would do this myself.

Can someone please get a hold of a PayPal rep and get them in here to let us know how this is going to affect them? Even if they're not sure yet, it would be nice to hear them say "we're not sure yet but will have a decision by such-n-such date".

i dont think paypal is affected. after all pay pal isnt a bank, it's just a money transferring service. they arent even FDIC insured.. most of their payments are via wires or e-transfers..

Nightchat, I read that a little less than half of PayPal's transactions are with credit cards - they do accept them and they are classified as a 3rd party processor since they take CC's for businesses... so somewhere along the line, PayPal gets affected.

It would just be nice to know how; will they stop accepting CCs? Will they make all of their users pay this fee to keep accepting CCs? Have they talked with Visa at all being that they're not FDIC insured, etc?

Arrgh... need more info so decisions can be made!

Pay pal is in a different situation. You pay PayPal, and then you use your credit with them to pay someone else. This may be very different from any other processor. For one thing, Visa does not actually partake in an adult transaction, nor would they in any chargebacks. My guess is PayPal is safe...

Paypal does recurring billing for Adult transactions. Adult is a small percentage of their business, so I don't know if they are a focus.

Kept getting transferred to higher and higher people in PayPal because no one had any idea what I was talking about.
Finally came to a woman named Sharon who claims to deal with Visa. She says PayPal has received NO notification of these new regulations.

There is still nothing at all about this on Visa's site. Nor on Mastercard's site.

I work with a few other 3rd-party processors and there is nothing concerning this on their sites, either. They're next on my phone list.

Something is starting to smell really fishy about this.

Just spoke with a Visa International representative:
800-847-2911
The lady I spoke with has heard *nothing* about new regulations for third-party processors. She gets notifications daily about new regulations that have come out and she is telling me that she has NO information about this whatsoever.
She said to have the third-party processors who are giving out this info provide paper documents from Visa stating these regulations.

Does anyone have a link to the official Visa documents on any of the third-party processors' sites?
