Can I use a 3rd party biller, example epoch, ccbill, and also use another 3rd party biller that is based in europe, in a cascade?

Please advise.


And, is there a Visa issue if I do?

Hi, yeah I think not. Epoch said we could not use another IPSP in a cascade that was also using them if they were a European based IPSP. Would like to get that rule clarified myself.

The issue is the Visa cross border rules. Epoch enforces them, while CCBill does not. That is why so many US based sites bill through both CCBill and Verotel, even though Verotel is based in Europe and, to my knowledge, has not been approved as a US Visa IPSP.

If you have a US-based program, it is a violation of VISA's cross-border acquiring rules to process VISA transactions with a non-US third party processor. Yet, our clients have told us that some processors are asking them to do just that.

This is a serious matter. If you are caught with a cross-border violation you could be added to a list of merchants banned from accepting VISA or MasterCard, which would essentially mean the end of your business. Stay informed. Sure you can, our phone and Sms billing systems works worlwide, you can use it as an alternative to your CC biller, or for CC declines.
