What am I looking at for a cheap 40mbs dedicated ? Of course would need to be duo/quad core with decent ram and hd space, but wondering what sorta deals are out there and what sorta price range I would be looking at ?

I agree. $600 is $15/Mbps which is already low for good quality, and I'm sure he needs full management.
Sure you can find cheaper, but its at the risk of your traffic and members.
