Where can I report a spammer to Google? is there a form or something?

google knows, thats how they get you to click the ads silly.

but seriously , theres a link i think on the bottom of every search result, i think it says " not satisfied with the results" or something

If you have a Google Account, go into My Account, Click Webmaster Tools. To the right they have a link to report spam on this page. From what I have seen, if you report solid-real spam, they will penalize/filter the site.
