It's a Multilingual Blog TOP LIST, you have to sign up for each language:

Spanish Blogs = Spanish Version
Italian Blogs = Italian version
German Blogs = German version
French Blogs = French version
English Blogs = English Version

The default banner says" banner not available" because the blogger didn't upload his own banner.

We should probably translate that as well.

The banner underneath the menu is advertising.
