Are there any US government regualations regarding restricted niches?
 

2257 says that models must be 18+ and participate in shootings by good will.

what's about incest, rape?
are they restricted by billings' will (to be more exact MC and Visa) or there're some government regulations?
i saw some paysites in these niches, they use microbillings which accept both Visa and MC :error
so what's the deal?

Obscenity laws have nothing to do with 2257 btw.

Odd example - if I wanted to do a site that had no actual hardcore sex- yet had video and pictures showing artistic or even gruesome "snuff" style works. Even though it would be 100% staged and made up. Finding a biller would be damn near impossible. However the very same credit card agencies (visa/MasterCard) who would not approve of such a site, would have zero issue with people buying horror porn such as a Saw movie with their cards via an online merchant. Go figure.
