You do realize a "D-Class" IP allocation cannot be used/routed? Its reserved for multicast traffic.

and a "C-CLass" IP block is a ip range 192.0.1.1 to 223.255.254.254, which of course the 192.168/16 net block is reserved for private IP networks.

I really wish people would get the terminology correct.

let's say we have IP 223.255.254.256


so 254 is a block C
and 256 is a black D isn't it?

For the purposes of what you are trying to say, yes. I knew what you meant although I probably would have just said I had 20 IP's spread across 4 C's
