How much to charge for a hardlink on a PR3 site?
 

How much is custom to charge for a hardlink on a PR3 site? The hardlink will be added to 4 pages.
What do you think?

How do you know you have a page rank 3 site if it's your tool bar that is really history
What it was so weeks or months ago maybe it's a page rank 4 now and you don't know
Or maybe a page ranks 2? Who knows?
What ever way there is more variables to take in to consideration then just page rank
For a long term linking partners if that all you have aim to get as much cash as you can as this looks likely to be short term

I can only tell you that it is PR3 right now.
But as you wrote I can not tell you if it's a PR0 or Pr10 tomorrow.

I'm looking for advise for 1 month/1 year/permanent.

not much, as it's not hard to get a free hard link trade with a pr2/3 site... especially if your site has a lot of great content...

Depends on many factors. If you have a ton of outbound links, then it will be worth less. Fewer outbound links, then worth more. Buried in the footer, worth less. Left-hand column near the top, worth more.

Most real webmasters know that pagerank is irrelevant. You might be able to trick some newbies into paying you for a hardlink though.
