Exits - Non-Exits Payout differences?

Let me ask you a question
What do you think about Hustler's program:
30$ a trial sign up with exits / 25$ a trial sign up without exits ?
I think it's great! Only what do you think about it?
You think the payouts should be the same, although chance for a sign up less?
