Designer must have adult and mainstream experience, must be possible to show examples.
Designer must code into tables less html
Designer must have some Flash experience (possible to make flash headers and banners)

i would suggest you to post a project with pimpwork, there are several freelance designers looking for jobs, you can hire them, and moreover it doesnt cost you a penny to post a project

I see that you mention "no outsource company please" but I simply couldn't help myself, especially when I have what you are looking for at a lower cost than you are proposing to offer.
