money for clunkers has been used in other countries (yes, france included) with succes. Helped the car industry and no more clunkers in the streets.

get rid of the unsafe old cars that eat a lot of gas! There are a lot of pieces of shit on the road today but usually the driver of that car is in no position to buy a new one anyway soooooo who knows!

While the idea has merit, who will be in positon to purchase new vehicles with all the job losses ?
