DALLAS ? Racing to see his dying mother-in-law at a Plano hospital, an NFL player found himself delayed by a Dallas officer after he was stopped in the emergency room parking lot.

With his wife and another woman in the car, Ryan Moats ? a running back for the Houston Texans ? sped his car toward the hospital early on March 17. But when Moats arrived at the parking lot, they were stopped by Officer Robert Powell.

Dashcam video from the Dallas officer's patrol car captured the incident.

"Get in there," Officer Powell yelled out to Tamishia Moats, Ryan's wife, as she exited the car. "Let me see your hands. Get in there. Put your hands on the car."

"Excuse me; my mom is dying," Moats said.

Tamishia Moats and the other woman ignored Officer Powell's commands and rushed inside the hospital to see her mother as Ryan Moats and Officer Powell went back-and-forth over insurance paperwork the NFL player was unable to locate.

MOATS: "I've got seconds before she's gone, man."

POWELL: "Listen: If I can't verify you have insurance..."

MOATS: "My mother-in-law is dying!"

POWELL: "Listen to me."

MOATS: "Right now, you're wasting my time."

POWELL: "If you can't verify you have insurance, I'm going to tow your car. So, you either find it or I am going to tow the car."

As they argued, the officer got irritated.

POWELL: "Shut your mouth. Shut your mouth. You can either settle down and cooperate, or I can just take you to jail for running a red light."

The tape shows a nurse coming out of the hospital, pleading with Officer Powell to let Moats join his wife and her dying mother inside..

In a telephone interview, Moats said the clash with the officer was totally unexpected. "For him to not even be sympathetic at all, and basically we're dogs or something and we don't matter ? it basically shocked me," he said.

No compassion was indicated in the police recording of the incident. "I can screw you over," Officer Powell said. "I would rather not do that. You obviously will dictate everything that happens; and right now, your attitude sucks."

The hospital twice sent nurses to try and get the officer to release Moats.

"We're blue-coding her for the third time," a nurse said on the police videotape.

A Plano police officer stopped to make a plea for the officer to let Moats go. "Hey, that's the nurse," the Plano officer said. "She says the mom is dying right now, and she wants to know if I can get him up there."

Finally, after a 20-minute delay, the officer ticketed Moats for running a red light.

By the time Moats made it up to the emergency room, his mother-in-law was dead.

"I went up after she passed and held her hand, but she was already gone," Moats said in a telephone interview.

Dallas police have apologized to the Moats family, dropped the ticket, and launched a review of the incident.

?When it came to our attention, we immediately called for an internal investigation to be done,? said police spokesman Lt. Andy Havey.

I think cops sometimes forget that they are OUR employees.

I love the cops, but I've actually told an officer to stop being rude to me while giving me a ticket, and that my taxes pay his salary, much to the horror of a black friend who was sitting in the passenger seat.

I tend to defend police but I agree with you here. The cop was in no way in fear for his life so he has absolutely no excuse for his utterly outrageous, inhumane behavior. It would almost be a waste of a good bullet for a piece of trash like that. :mad:

You all don't know the half of it... last year I almost went to jail... my wife had just had surgery that saved her life and I had just brought her home from the hospital... I had 3 of the roughest days between taking care of hospital things, taking care of my wife in her hospital room (mostly just being there with her) and also taking care of my 1 1/2 year old daughter.

My sister had called me that afternoon and said that she wanted to order dinner for us... she lives in Michigan and we live in NC. I thanked her and forgot about it. Later that evening (around supper time) I was in my office trying to catch up on some work, while my wife was sleeping and my 17yo daughter was taking care of her sister, when the door bell rang. I went to answer it and it was a young lady with a big bag of chinese food from a local restaurant. I asked her if my sister had ordered it and she told me yes... I gave her a tip and said thank you and she left. We ate dinner.

About an hour later, there is a knock on the door... so I go answer it and it's a county cop... The first thing he does is start asking me why he shouldn't take me to jail in a loud voice... I am like... "WTF are you talking about? I didn't do anything."... He tells me that I stole chinese food from my neighbor by telling the delivery girl that it was mine... She had never asked me what my name was or anything... and my address was clearly written on the bag. I told him that and he got super irate and asked me to lean up against my porch with my hands on the wall while he searched me and then he pulled out his cuffs and was getting ready to cuff me while swearing at me about how I am a scumbag who rips off 17 year old delivery girls... I told him 'DAMN man... I'll pay for the goddamn food... it was a simple mistake... I had no idea that it was my neighbors order... ask the girl! She told me it was mine!"... Right then... my neighbor who had actually ordered the food came over and was like... why are you cuffing him?... I heard him say it was a mistake and that he would pay for the food... and the cop was finally like "Ok... if you pay for the food I will let you go... ". Unfortunately, I didn't have any cash on me... so I asked him if I could run down to the ATM on the corner and get the cash... He started getting super shitty with me again and my neighbor was like "I'll drive him down there so he won't escape!"... So he drives me down to the ATM (on the way he was like... that cop is nuts!") and so we get back and the cop meets us in my neighbors driveway... so I give him the money and he starts yelling at me... "Get the fuck in your house now!"... I'm like... "Listen... you don't have to talk to me that way... it was a simple mistake." and he is like "I told you to get the fuck in your house!" at the top of his lungs. So I did... That was the craziest shit I have ever experienced... my neighborhood is all $250-350k houses... So I can relate to the OP.

You wanna never pay for a ticket again ? (At least in Cali) Fight the ticket, cops never show up like, 9/10 times. My dad's a professional driver... Lots of times it's mandatory for him to drive a truck onto a posted road, which won't allow trucks.. Honestly there is no way around this, and cops pass out tickets for it anyways.. it's fucking stupid.

His company never had to pay a fine for it, he gets about 1-2 a year since he does construction and makes the roads, delivers rock base.. He wins by default every time.

OH, to be on point this time; The guy's mother-in-law was dying, not *His* mother. The guy blew a red light and was being chased by the guy for maybe 1-2 blocks or so. Truth is it looked like the guy was running, there's no two ways about it... It's not as black/white as it seems (no pun intended).

Just another case of "everybody is responsible". Each of them could have done a few things differently and had a totally different outcome.

The nurse who came outside multiple times was also clearly in on this conspiracy to help them avoid a minor traffic violation.

You would be surprised how many times a day a cop gets lied to.

It becomes second nature for them to not trust people.

in Los Angeles you pay ticket first then fight it. I lived there long enough to try and fight tickets and its one of the hardest places to ever do it. the LA court system is shit. its best to just pay it and move on, been there tried that... complete waste of time and lack of cooperation by LA courts.

This is sad when someone who is supposed to protect and help us abuse their power and show no compassion. This cop was being a prick and power tripping. Not everyone is a criminal the runs a red light. He treated him like a convict.

There was even a fellow office and a few nurses that pleaded with the cop to give him a break for a few minutes to pay his respects. They are not the Judge and Jury they are just there to "protect and serve" NOTHING MORE. Police are not allowed to do this and I am glad there was a Dash Cam on him to assist in his impending dismissal. They suspended the loser WITH PAY.

I can imagine this cop as a kid getting fucked with and vowing revenge on the world. I vote they show him no compassion and publicly embarrass and fire him on TV.

I have been in a bad but not so similar situation with the law while in the car with my wife and kids. The cop was 5 foot nothing and tried to say I had been seen driving recklessly for days in "HIS TOWN". We were on a family drive in the country and I had NEVER driven through the town before. When I asked to see the radar readout I was taken out of the car at gun point and cuffed in front of the car. I have never been in trouble in my life. I had long hair at the time.......HE HAD NONE. In the end I got a ticket for 20 over and was told not to come back to the little pricks town again......I did return....to fight the ticket....I won:thumbsup

The moral is that we have to respect laws, but not let our peace officers or polititians abuse or fabricate power that they do not have. If we let them slowly take our rights away we will eventually have no rights.

We are Americans (White, Black, Hispanic Asian Male, Female, Transgendered, Gay Straight, Long haired.....yes and even Bald small pricked cops)

I know alot of cops and on the most part 90%of the ones I have met are decent guys. Then there are the ones that took the job for all the wrong reasons and will look for anything to be able to exert their authority.

About 4 years ago one night while bartending an elderly man came into my bar. It was in the 20's outside and he was wearing no jacket. When I started talking to him it was obvious he was confused. He couldn't tell me where he lived or how he got to the bar. He had a very heavy Irish accent that also made it difficult to understand him. We gave him coffee and called the police because we didn't know where he belonged and we were not about to let him back out in the cold to wander around. After the one township cops arrived they figured he might be from the church down the street that had a house where many retired deacons lived. They called the police from that township arrived at the bar and the one cop started berating the guy asking him how much he had to drink, whether he was on drugs basically yelling at the poor old man. When I tried to explain we had only served him coffee and at no time appeared drunk he told me to shut up. Finally the officers that arrived first intervened and pulled the officer away. Turns out he was a brother from the church who had severe alzheimers who told the other residents he was going to bed and then somehow wandered 2 miles down the road in the freezing cold to our bar. The cop who had been yelling at him shut up real quick after finding that out but I will never forget how verbally abusive he was to this old man. Those are the kind of cops I dont respect.

This sucks but not all cops are like that, Last week I had no seatbelt and was talking on the phone.... the officer took my documents started writing a ticket.... I asked him not to and he let me go... :)

he had his hazard lights on, and driving in the direction of a hospital... any retard with half a brain would make the assumption that more than likely its an emergency if you're driving with your hazards lights and you enter into a hospital emergency room parking enterance.
