It is, unless that is creating the text as an image, and if it is, then its not that great for SEO.

My settings page has nothing highlight-able. Can't select my styles or php image module. There's nothing in any of the dropdowns.

Had the same problem on my personal blog. I couldn't care less about SEO on my personal blog. I really wanted to screw with it but I couldn't get it to work either. It works fine on my local test server though.
