Is there a way to manage Wordpress options across many blogs at the same time?
 

Can I enable a plugin and it get enabled on 60 different sites? Can I configure it and the configuration for that plugin be the same across all the sites? What about Theme options for sites I'm using the same theme on?

There was a plugin called WP Hive but I'm not sure it's a project that is still maintained.
