Not looking for one time payment programs.

Not likely that you are going to find that very often. Most are 5 to 10% and thats usually about it.

If you have some special set up where you can bring in high producing webmasters, please let me know and I will see what can be worked out for you.

I have never heard of a program that gives more than 15%..

There's only 1 that I know of that pays over 20% on referals, and it's only for a few months:

AWE pays 36% first four pay periods (2 months), 24% pay periods 5-8 (3rd-4th months). Feel free to correct me on this, if it is wrong.

Other than that, there's a few more that are pretty close to 20%, and they are lifetime as far as I know:

Neon Dollars - 18%
Dollar Pimp - 17%
Money Verse - 15%
