Can anyone please give me some advice on how I can go about becoming a sponsor and paying other webmasters a commission for selling memberships to my website?

Its actually not that hard....build a paysite and get a processor (ccbill etc..) build a affiliate page to recruit affiliate BOOOOOM u'r a sponsor.

CCBill is a pretty easy way to do it.

I am selling an e-book at genepoolsurvivalguide.com

I have an idea. People that buy e-book got resale right for 4 months. That will give intensive to those who like to promote.

You'll need to design a signup page, and get some affiliate management software to automate the registration and tracking process. It takes a bit of work, but hey if I could figure it out, it ain't rocket science ;)
