I am surprised that this could happen in a workers paradise with features universal literacy and free quality health care for all. There must be some kind of mistake.

The shortage is obviously due to the unregulated toilet paper market. This is why free, unregulated markets don't work. people are too selfish.

Cuba must immedately implent new regulations to limit the number of sheets which are allowed to be used per wipe. Max 2 sheets (1 sheet during emergency) per wipe. Max 2 wipes (1 wipe during emergency). Toilet paper regulators must monitor home toilet paper consumption to ensure compliance. The regulators will be paid quite well so that there will be less temptation to take a bribe if asked to "look the other way".

never used toilet paper since I moved to the tropics, I doubt the Cubans do either, its a messy way to clean your ass, the only people it will effect are tourists in hotels
