I'm one hell of a negotiator and I never pay too much for anything. I can double my money or better on just about anything and I love to make deals that help me to establish a new permanent stream of income. I just haven't done much for a few years and I don't have alot of free cash to put shit together with right now as a result of that.
I've never "failed" anything.. the way I've failed is by not doing!

If you know HTML, you're fine. Just fine tune your skills. Learn photoshop too. It's cheap to hire someone to help with any PHP you may need. Spend your time focusing on learning what makes consumers consume.

I've made the most money on the most basic of sites. No wham-bam tech shit.

Don't believe the hype. The few milliseconds that newer code *may* speed up your site is now irreverent due to such fast net speeds.
