I'm fairly certain he's referring to connectivity via LOS from two nearby locations with microwave antennae located on the roofs of each building. :-)

You can even have two dishes attenuated to different wavelengths to where one functions at higher speed during clear weather, and the other is slower, but whose wavelength penetrates ambient conditions that are less favorable to the former wavelength.
