Those IPs must be on different class C's... or a large variety of them...

As in having them on only 20 different class C's would be pointless for me...

If you cannot even come close don't message me or Email me or IM me... And no I won't tell you who can fill that order... Just use Whois... free tool...

Fucking server has been down for 11 hours... wtf...

I can't fucking believe this shit... 2009 and a fucking support request can go unanswered for 11 fucking hours?

I have several myself with different companies...

Unfortunately no one else can provide so many IPs spread over so many class C's

Why so many IP's? (scouring google to try and understand your logic.)

I can fulfill this order, and provide excellent 24/7 support as well. With respect to IP's, I can provide you the amount that you need, but only if you can provide per-domain justification for the IP's, and explain why they cannot simply be setup as apache vhosts sharing IP's. The reason I say this is because ARIN requires it. The world is in short supply of ipv4 space, and any place you approach for such IP needs will be required to collect such justification for submission to ARIN.
