when google de-indexes a site, do they no longer count the content for duplicate?
 
this is probably a tough one to answer unless someone has actually tried it, but when google bans a domain/site, do they no longer use any of the content on that banned site in figuring out "duplicate content" on the net?

what I'm getting at, is if you have a content rich site that gets banned by google (for something other than the content), would it be safe to take all the content and put it on a different domain and not have it be considered as duplicate?
