notice the weird pixels... they only start appearing when I scroll. Assuming its my video card.

Possibly, but if the fan stopped the card would overheat and die. If you have a spare card put that in and see if there is any difference.

Check the graphics card and see if there's a build up of dust which might be making it overheat.

if there is a fan, clean the fan.. might be overheating issue
