Dear me,

PayPal recently posted upcoming changes to the terms of the PayPal User Agreement. You can view these changes by clicking on the "Policy Updates" link on the Legal Agreements section of the PayPal website. You can also view these changes by logging in to your PayPal account and clicking the "Policy Updates" link in the Notifications section of your Account Overview.

You will be deemed to accept these changes unless you notify us that you wish to close your account before the changes become effective. If you do not wish to accept the changes, you may immediately close your account without additional charge, prior to the changes coming into effect. You may also choose to stop using the service, should you wish. Further details on how you can close your account are set out in the User Agreement.

Phishing is probably the reason they DON'T specify the change in an email.

Paypal can go to hell i rather spend more money wiring the using them for the simple fact their support sucks and they do what they want because are a publicly traded company.
