Thats incredibly expensive I would guess you are reselling services and farming it out to some kid in India doing it for 25% of that plus you said some require recip. Awful deal-

this is done manually so its the best rate i think. also i can put reciprocals on my own site so you need not to worry about that.

yes it is.
the other reason for recommendation is that many directories want their backlink on same site not on other site.
