Does PayPal really allow porn torrent websites to accept donations?

I've seen a few torrent websites that take paypal donations in order to upgrade your account etc. Is this allowed by PayPal or are they taking a big risk.

i see it on lots of "illegal" type sites.

Especially torrent and download sites.
