do you think it is better to randomly rotate new scenes per page load and maybe give new scenes more priority or is better to just add new updates and push the older scenes down to the next pages + completely off the tour altogether?
would love to hear from those who tried both methods

IMHO, I think you have the wrong approach here. First of all, why do you think you need to show ALL what you have? Think about this, if you show everything and your visitors see they like (say) 20% of your content, then they won't signup. Easy as that. Now, if you show just a sneak peek and they see they like only 20% of your content but they think "hey, with all the content this site has inside, I'm sure I'll find something else", then the chances of that surfer signing up will increase.
The above being said, we do a lot of research, testing and tracking and "episode" tours converts around 1/10 of what long page tours convert. And there's a rational behind it: on a long page tour, you choose only the best of the best, and your surfers will like almost everything they see (I'm talking about normal situations with decent content). While "episode" tours use to mix every update in the tour, no matter if it's horrible or great.
So, if you still want to go the "episode tour" way, my advice would be to use only 2/3 pages with 3-4 episodes per page. And let your users manage your own tour. What do I mean? Show the episodes based on votes, esp those coming from your current members
Just my :2 cents:
