Is there a way to clone wp installs?

Yeah, and cpanel's fantastico.

I was thinking more of when uploading fresh wp-installs. If there's a way to modify the installer, get default hello world post removed and defualt blogroll links removed etc.

It's all stored in mysql. Just make a little script to insert/remove data after you install wordpress.
