In Israel Palestinians (in fact all non-Jewish citizens) are considered second class. So you don't get the same rights as a Jewish person would, which makes kids like this be able to go up to an innocent Palestinian woman and do something like that to her.

How else are the upper full citizens supposed to treat the lower not real citizens?
