Easiest design and graphics software?
 

I have a friend that isn't very good at designing or coding. He's looking to buy some software that the can use his limited skills and at least make a decent looking site. Are there any graphics and html programs that are bundled together that are easy to use?

Photoshop is good for designs, isn't it.

Irfanview is good for cropping thumbs.

Exactly, buy a template if he has no clue how to design.
